DUTIES AND RESPONSIBILITIES


  • Handles the Financial Management Information System (FMIS) and Supplies, Procurement, and Campus Management Information System (SPCMIS) and their continued implementation.
  • Manages communication among stakeholders in relation to FMIS and SPCMIS developments
  • Documents business requirements for new processes, enhancement of processes, and/or new reports.
  • Develops reports required by FMIS and SPCMIS stakeholders
  • Maintains the configuration of FMIS and SPCMIS modules which includes the Accounts Payables, Accounts Receivables, Cash Management, Assets, General Ledger, iProcurement, Purchasing and Inventory.
  • Coordinates the maintenance of FMIS and SPCMIS
  • Performs internal testing on new configurations, functions, and reports.
  • Prepares test enviorment for user acceptance testing
  • Facilitates user acceptance testing and prepares user acceptance certificates for sign-off
  • Prepares and maintains technical documents for FMIS and SPCMIS
  • Performs validation testing in the development, test, and production instances after the application of patches
  • Provides technical support for FMIS and SPCMIS to its users and CU IT representatives
  • Facilitates training for FMIS and SPCMIS to its users and CU IT representatives
  • Provides data requested by FMIS and SPCMIS stakeholders
  • Prepares monthly status reports
  • Initiates research on the other functions/features of the system
FMIS/SPCMIS are utilized by the following CUs:
  • UP System, UP Diliman, UP Manila, PGH, UPOU, UP Baguio, UP Cebu, UP Mindanao, UP Los Banos, UP Visayas, UP Tacloban
  • Handles the Human Resource Information System (HRIS) and its continued implementation.
  • Coordinates the maintenance, tracking, and monitoring of HR records.
  • Develop and manage HRIS Reports requested by UP CU HRDOs
  • Handles the creation of UIS Accounts
  • Handles the creation of HRIS responsibilities in UIS
  • Provides technical support to HRIS Stakeholders (HRDO, Colleges, CUs)
  • Provides support to end-users regarding the HRIS Module (Self-service, ATF/ATH, Leave Management, Payroll, SPMS)
  • Deliver training regarding the HRIS Module
  • Manage and maintain the HRIS Modules
  • Performs Sanity Checks and Testing in UIS in both Production and Test instances after an update (apply patches, data migration, etc.)
  • Develop and configure of new module in HRIS
HRIS is used by the following CUs:
  • UP System, UP Diliman, UP Los Banos, UP Manila, UP Visayas, UP Tacloban, UPOU, UP Mindanao, UP Baguio, UP Cebu, PGH
A. Implementation and Configuration:
  • Lead and participate the implementation of SAIS in other institution.
  • Configure the application to meet the specific needs and requirements of the institution.
B. Customization and Development:
  • Develop customizations or extensions to meet unique business processes.
  • Work with Oracle tools and technologies to create custom reports, interfaces, and extensions.
C. System Maintenance:
  • Perform routine maintenance tasks, including applying patches and updates.
  • Monitor system performance and troubleshoot issues as they arise.
D. Integration:
  • Integrate Oracle Campus Solutions with other campus systems such as iAADS+ (UP QA System) , BUKLOD (UP Library System) , HRIS, FMIS, and other learning management systems.
  • Ensure seamless data flow between different systems.
E. User Support:
  • Provide support to end-users and resolve issues related to SAIS.
  • Conduct user training sessions and webinars to ensure proper utilization of the system.
F. Security and Access Control:
  • Implement and maintain security measures to protect sensitive student information.
  • Manage user access and permissions to ensure data integrity and confidentiality.
G. Data Management:
  • Oversee data quality and accuracy within SAIS
  • Define and enforce data governance policies and procedures.
H. Upgrade Planning:
  • Plan and execute system upgrades in coordination with Oracle's release schedule.
  • Assess the impact of upgrades on existing customizations and make necessary adjustments.
I. Documentation:
  • Create and maintain documentation for configurations, customizations, and processes.
  • Ensure that documentation is up-to-date and accessible to relevant team members.
J. Continuous Improvement:
  • Stay informed about new features and functionalities in Oracle Campus Solutions.
  • Identify opportunities for process improvement and system optimization.
K. Vendor Collaboration:
  • Collaborate with Oracle support and consulting services for issue resolution and best practices.
  • Participate in user groups or conferences to stay updated on industry trends and share experiences.
L. Reporting and Analytics:
  • Develop and maintain a suite of reports and analytics to support decision-making.
  • Ensure that key stakeholders have access to relevant and timely data.
M. Project Management:
  • Lead or contribute to projects related to enhancements, upgrades, or system expansions.
  • Manage timelines, resources, and deliverables effectively.
SAIS is used by the following CUs:
  • UP Manila, UP Baguio, UP Cebu, UP Los Banos, UP System
  • Handles the development of other information systems, online services, platforms, and apps for the University.
  • Manages the maintenance of said other information systems, online services, platforms, and apps.
  • Develops and maintains websites requested by other UP offices/units.
  • Provides technical support for the developed information systems and websites to its users.

  • Manages the infrastructure, network, and hardware being used by the UP System.
  • Provides onsite technical/IT support to UP System offices/units.
  • Deploys, monitors and maintains security of information systems and infrastructures.
  • Reviews technical specifications of ICT equipment, devices and accessories.
  • Implements and maintains the network and data security infrastructure of the University (firewall, end-point security solutions, etc.).
  • Provides technical support to offices and units under the UP System including the Office of the President (OP) and the Executive House (EH).
  • Coordinates with CU IT offices/centers in the implementation of ICT policies relevant to network and other ICT hardware systems.
  • Provides IT/technical support to users via online helpdesk ticketing system or via phone call.
  • Manages the system/database administration of the UP System’s online services and other information systems.
  • Handles the provision of accounts to UP users (e.g. UP Mail, Microsoft 365, Zoom, Qualtrics, Adobe, SPSS, ArcGIS Online).
  • Creates and releases the official communications and announcements of ITDC internally and externally.
  • Handles content creation for the website of ITDC.
  • Prepares letters, reports, and other documents.
  • Communicates and coordinates with other offices/units within and outside of UP for meetings and other activities as necessary.

  • Manages the human resources/payroll of ITDC.
  • Manages the procurement and payment of suppliers of ITDC. Forwards documents to UPPO.
  • Handles all other administrative and housekeeping operations (e.g. janitorial and security services) of ITDC.
  • Keeps regular schedule of picking up and delivering mails, letters, materials, packages and other deliverables to and from work-related offices.
  • Implements and monitors the HR policies of the University, as applied in ITDC.
  • Provides administrative services to the ITDC Director, ITDC Deputy Director, and to all of its functional teams.
  • Explores new IT solutions for the University. Performs Proof-of-Concept (POC) implementation, testing and quality assurance of IT solutions.
  • Handles coordination and training of the stakeholders (i.e. end users of the information systems from all over the different constituent universities of UP)
  • Trains UP users on the utilization of the available information systems and other online services.
  • Delivers trainings regarding other IT-related matters to help the University’s constituents in computer literacy and office productivity.
  • Performs various vulnerability assessment and penetration testing of 40+ UP System Apps and Websites.
  • Provides technical/IT support services to users for the university platforms (e.g. Zoom, Google Suite, Microsoft 365, Discourse, etc.).
  • Explores potential training partners and equipment providers for the professional development of the faculty, staff, and admin.
  • Handles the UP Event Management System for the distribution of event certificates to both UP and non-UP attendees (e.g. Webinars for SUCs)
  • Resolves helpdesk tickets assigned from time-to-time.
